I have found RME->Syslog Analysis->Severity level summary to be a very useful tool for syslog analysis. Is there any other tool available which could provide me same sort of interface for my offline syslog files (backup of older syslog files) or do i need to manually place the syslog.log file in the log folder of NMSROOT in order to view in the same GUI?

There are a lot of free syslog tools available that can collect and show this collected information in GUI, however the GUI may differ. Also these tools may not provide you the syslog grouping using severity levels like what is given by the RME syslog analysis. You can use syslog.log file with any of the free tools but to get the same summary report you will have to put the file in NMSROOT and use syslog analysis to generate the report.
