can we telnet to IOS device using loopback address.
You should be able to telnet to the loopback address providing it is a valid reachable address (may need a route to it) and that there are no ACL's blocking telnet to this address.

If you have defined loopback interfaces on the IOS device and assigned ip addresses to them, then yes.
