TFTP alternatives?

Need help in determining loss of functionality in LMS 2.6/3.0 if tftp cannot be used due to security regulations. Can scp be used to perform all tasks that would normally be done via tftp? Is scp supported on all non-EOL Cisco routers/switches? What mitigations can be used to reduce the risk of inseccure protocol usage?

Any help would be appreciated. Thanks.

Yes, scp is supported by RME 4.0 and 4.1. Scp can be used for config retrieval and deployment as well as software image operations. Additionally, SSH can be used for config collection and deployments. This is especially useful for devices like the PIX and ASA which do not support the CISCO-CONFIG-COPY-MIB. All modern IOS versions support scp provided a crypto image is loaded.

If you have devices that can only use TFTP or telnet (or any other insecure protocol) for certain operations, the best mitigation is isolate the management traffic off of user VLANs/networks (that is, users have IP addresses outside of the management network). Additionally, put in ACLs or other filters that only allow this known list of devices to use those insecure protocols.

You can even do filtering down to the server level on Solaris 10 or Windows 2003 using host-based firewalls.
