TFTP service not running?

I'm having a problem with TFTP config fetching and I believe it's because the TFTP service isn't running on my LMS server. I ran a "netstat -a" and saw a lot of UDP listening services, but none using port 69. I also tried JClarke's suggestion of creating an empty file in the nmsroot\tftpboot\ folder and doing a manual tftp command from one of our devices and it fails. We are running the Windows version, LMS 3.0.1, CS 3.1.1, RME 4.1.1. Thanks.

Make sure the CWCS TFTP service is running in your Services control panel. This service should be set to Automatic startup.

That was it. Thank you very much JClarke. I thought it was an embedded service within CiscoWorks. Didn't even think about looking at services.
