We have a problem, that started around the end of July im still trying to investigate...
I can forcebly start the Apache server, but this only produces a holding page saying...'Waiting for service to start' or words to that effect...
Are you running this on a windows 2000 Sp4 box? As we had some security updates applied (230709):

Post the output of pdreg-l Tomcat, the NMSROOT/MDC/etc/regdaemon.xml, NMSROOT/MDC/tomcat/logs/stdout.log, any errors in the Windows Event Viewer, and any hs_err* files under NMSROOT.
FYI, we have been seeing a rash of these problems in TAC, and all affected customers have had Sophos anti-virus installed on the LMS server. There is a known problem with Sophos and Java which is affecting more than just LMS. The current workaround is to uninstall (not just disable) Sophos from the LMS server. Afterwards, reboot, and Tomcat should start. Sophos should already be aware of this, but you should contact them as well to see if a better fix exists.
Have uninstalled Sophos, but now cant start the Daemon:
Could not start the CiscoWorks Daemon Manager Service on Local computer. ther service did not return an error. This could be an internal Windows error or an internal service error. If the problem persists, contact your administrator.
As stated there are no errors in the Event Viewer.
Sorry, I think you said this is Windows 2000 SP4, so this must be LMS 2.6.
Try running NMSROOT\setup\support\resetCasuser.exe to regenerate the casuser password. After running that, try starting Daemon Manager.
