Unable to upgrade ios image using in Rme in LMS 3.1

Hello I am testing Lms 3.1 and having problems send configs and also ios upgrades I have checked My snmp setting on the devices and on the Server they are fine this is one of the messages i get.

Device is locked for exclusive access.

The supported protocols for image transfer are: RCP,TFTP,SCP

Connecting to the device using TELNET...

Couldn't connect to the device

Cause: SWIM5001: Cannot connect to the device 10.200.200.200 using TELNET.

Skipping the software upgrade on this device.

Image Copy Operation Failed

Device is unlocked.

Device Upgrade Result : Failed

According to this, RME cannot telnet to the device. Make sure you have valid username/password credentials in DCR for this device, and that RME is allowed to telnet to it.
