Campus Manager 4.0.5 is fraught with bugs that could explain what you're seeing. I highly suggest you upgrade to LMS 2.6, then up to CM 4.0.9. After doing this, you will need to reinitialize your ANI database.
However, if you want to do some more troubleshooting on this, you will need to enable core, corex, framework, frontend, and vmpsadmin debugging under Campus Manager > Admin > Campus Data Collection > Debugging Options, then run a new Campus Data Collection followed by a UT major acquisition, then post the ani.log and ut.log.
