This could be a known bug in UTLite regarding the format of the MAC addresses sent. If UTLite is sending the MAC addresses with colon delimiters, then UT may ignore those MACs. The bug is CSCsj42193, and a patch is available by calling the TAC (note: it only affects LMS 2.x).
The best way to debug UTLite problems is getting a sniffer trace on the LMS server to first confirm that UTLite entries are making it to UT. Once that is confirmed, internal debugging depends on the version of Campus Manager.
