The user limit count is only applicable to the server liscenses. The Server liscenses are based on the NAC appliace hardware that you are using i.e:
3315/3310 has 100, 250 and 500 user liscenses
3355/3350 has 1500,2000,3500 and 5000 liscenses
3395/3390 cannot be deployed as a Clean access server.
Although there is a limitation on the number of users that can go through the appliance I dont think that as soon as the limit is reached the appliance blocks the next user, only because all the CAS liscences are genarated based on the CAM's eth0 interface MAC addresses. So the device cannot map the individual CAS liscencescannot be mapped to the actual CASes. But you definitely have to upgrade the liscences as and when the user count increases.
