Does the too strong(satulated) signal can burn both OADM and transponder?

If we accidentally put the too strong signal(more than -8 dBm for ONS15540). Could it damage both optical mux/demux and the transponders? On my understanding, since the optical mux/demux is passive optical component then it should be able to stand the strong sigal and pass it to the transponder. But for the transponder, it uses laser to do O-E-O so the satulated signal passing from mux/demux could burn it but not for mux/demux.

Pls confirm or correct my understanding. Thanks.

Optical transceivers (such as the Cisco CWDM GBICs) have a maximum optical receive power, above which damage may occur to the receive diode. Attenuators are used to lower the incoming optical signal below the maximum optical receive power of the Cisco CWDM GBIC (-7 dB). However I am not sure about the mux/demux.

Yes you will burn out the receive side optics but after that point nothing should happen to electical side of the board. You should always test the signal coming in and attenuate it to the specs.
