TL1 command line to enter OC3-8 in service.

We have a new Cisco ONS 15454 software 7.2. When we turned up the box, it recognizes the OC3-8 card in Slot 14 (its in the inventory and shows up, but in a blue state), however its OOS. How can I provision it IN SERVICE? What is the TL1 command line?
