2811 router.The pre-dial-delay comomands under voice-port for FXO, is it only useful on H323? not MGCP? Thanks. What we want to do is when FXO in offhook, we want to have couple seconds delay before dial the other number from speed dial, say number is 9416xxxxxxx.

Yes, it is only useful on H323.

pre-dial-delay works in voice-port level, so it should work in your scenario.
