Unity Fail over license question

Customer is currently running Unity 3.1 and would like to integrate another Unity server for failover. My question is do I need to fully license the Secondary server and also purchase the failover license. Or do you just purchase the DataStore license and the number of user for fail over. This is what Cisco sales has indicated. I just want to make 100% sure before going to the customer

I don't know about the part numbers here (that's a question for your account team) but the 2nd server only needs the failover license as you've been told - it wont run for more than 4 hours unless it can contact a primary server (to be sure folks don't try and use it as a cheap full Unity server) - once it's been failed over to it'll run for longer than that, of course, but when initially installed it exptects to contact the primary box and trade info.
