You can use Unity with a 3rd party fax server (the only thing 3.x supports... ActiveFax is no longer supported). The demo license does include fax users (i.e. subscriber that are allowed to hear faxes over the phone, send email as fax etc...). The fax ports value is no longer used in 3.x at all since it was only for on box fax using ActiveFax which isn't part of the product any longer.
