1760 E&M connection to an NEC PBX

I have a 4port E&M card connected into a 1760 router and this connects into an NEC PBX.

I have been advised by PBX people that it is a wink-start 2-wire Type-5, and have configured the ports as such.

The problem I have is that all 4 voice ports are seized at all times. If you go off-hook on a phone connected to the PBX the port goes into idle.

e.g. the opposite behaviour to what is expected.

Any ideas? - Does this sound like a cabling issue. ( PBX team advises the correct pin out is being used, but I can't prove it)
