How can setup 2 stand alone unity servers(not failover)with one CCM cluster?

There is no reason that you can't have two Unity servers integrated with the same CallManager cluster. With CallManager 3.2 and later you have voicemail profiles which makes it easy to manage. Check out this URL for details which pertain to 3.1:

Here's what you need from the CallManager side
2 Voicemail Pilot number
2 Voicemail Profile
2 sets of voicemail ports
On the Unity side, make sure you match the voicemail port name with the correct Unity server.
