Yes you can.
MGCP has to be globally enabled and specified with callmanager ip address and all that (and if you prefer CCM to push config, you may do the ccm-manager config commands as well).
For each T1 controller (PRI) there will be a D-channel (s1/x:23) associated with it.
x = 0,1,2,3 say.
0,1,2 are for MGCP and 3 is for the T1 PRI using H323.

Dial-peers 1,2,3 will take care of MGCP, while 3 and 4 will be for H323.
MGCP and H323 should work like "Ships=in=the=night" concept.
Since you are using Fax relay you can enable t38 fax relay under the dial-peer 4 as follows,
fax protocol t38
You can optionally input fax rate and other optional parameters.
