3.3(3) Upgrade fails

This is a brand new installation. The initial install of 3.3(2) goes fine. SQL SP3a won't run with sa password unless the windows SQLsvc account and logon accounts are explicitly changed. Then 3.3(3) fails "failure occurs trying to determine if Call Directory install succeeded." Removed DC Directory. Now 3.3(3) install fails "Service W3SVC failed to start. Verify you have sufficient privileges to start system services." This is the fourth time I have completely reinstalled this system. Can't remove call manager and can't run reinstall from 3.3(2) CDs. What else?

P.S. - If the install is this difficult, I'm worried about this whole project.

Did you follow all the steps as described in the URL below?
