3-digit dial plan

I have customer who wants to do 3-digit dial plan from CallManager to Mitel PBX. In CM, I set up Route pattern for 5XX, NANP, no router filter and gateway ip address. In gateway, dial-peer pots is configured with destination-pattern of 5.. to HDV-T1 port. IP phone give dial tone, dial 3 digits (567) but CM is still waiting for next digit. If I set route pattern of 5XXX then it works fine. Does CM understand 3-digit dial plan as normal dial but not for Services ? Thanks for all help.

Try adding prefix 5 to the pots dial peer.
