This week we moved from CM 4.1 to 7.0. I won't even go into the 5-month horror story of sorting out the licensing so we could upgrade. But now that I'm upgraded I can't add any new phones because we're short on licenses. When we bought the phone system (for an insane amount of green) we picked up 250 handset to account for growth. We're sitting at 193 handsets and I can't add any more phone because of some licensing crap? What happened? Am I doing something wrong? We bought these phones from cisco but why now do I need another license for each one?! What has cisco done to us, I'm just want to administrate my phone system, not monkey with licensing paperwork...

All phones should have been plugged in before the upgrade to be grandfathered in. You will likely need to ask tac to provide dlu licenses for the existing phones, if they will. Be persistent.

They weren't. :( This is something the specialist doing the upgrade wasn't aware, so we missed that one too.

Get onto your Cisco account rep, or re-seller rep ASAP and have those phone licences converted to Unit licences and have the 4.0 licences converted into 7.0 node licences
all you will require from is a PAK codes which you can activate and convert into licences files:
