7940 second incoming call

Running CCM 3.2 with 7940 phones. One specific site is experiencing problems with second incoming calls. They will be on an established call, second call will display as "call waiting" and then terminate the original call and connect the second call. Any suggestions?

What are you doing with the second line appearance on the phone. Just wondering because we had some issues with call waiting with 3.2(2)sph.

We decided to get rid of the speed dial and create rollover dn's for everyone then just forward busy to the next line.
