The new phones like 7941G supports 802.3af.
The Cisco IP Phone 7941G supports Cisco Pre-standard Power over Ethernet (PoE), which allows powering from any of the Cisco Inline Power-capable blades and boxes. In addition, it supports IEEE 803.af PoE.

7940 or 7960 supports only "cisco inline power ".could be possible that alcatel has implemented cisco inline power on the switch. an ip phone needs 6,3 Watts an AP needs 15,4 Watts.

You would have to check with Alcatel to be sure. Cisco inline power was the de facto standard from 2000 to July 2003 when 802.3af (draft 4 I believe) was ratified. I know PowerDsyne and others supported this method prior to ratification of the standard.
