7960 / Call Manager Dialing Issue

When dialing a specific number from my 7960 IP Phone the call immediately hangs up after entering the last digit. I've checked for route patterens, etc similar to the number and none exist. Calling the same number from a line not going through my PBX (traditional analog line or cell phone) the call completes.

Have you tried using Dialed Number Analyzer to verify the path that the call takes. Very handy tool. Take a look at the following link.
