7960 does not reset from Call manager 3.2(2c)

I am trying to reset the 7960 phones from the Call Manager 3.2(2c).But its not working..

Any suggestion?

How are you trying to reset them? Individually from the device management page? Or through a device pool?

Are you clicking "RESET" or "RESTART"? RESET on the device page tells the phone to do a reboot. RESTART tells the phone to reload new settings. If you press restart, the phone will blink off and back on very quickly; you might not notice unless you are staring at it.

Are the phones actually registered with the Call Manager (can you call out from them, etc)? Can you verify IP connectivity by connecting to the phone through a web browser?
