7960 will not load but 7912 will

We have a remote office with a VPN connection driving a single phone. When a 7912 is on the remote site, it loads right away (normally); when we use a 7960 (that is loaded / tested on a local switch to load correctly) it gets stuck at the Configuring IP, Configuring ... loop. Any ideas appreciated

How is the 7912 acquiring the information, dynamically or static?

You said you are using VPN, are you using option 150 or 60?

Try resetting the 7960 IP phone to its original configuration.

Reset to factory default - same results. Very peculiar as I can take a 7960 that is working on a powered switch, plug it into a non-powered switch (with proper VLAN) and it will not work with a power brick. A 7912 works on the same ports (with and without power brick).

I do not believe I have any special parameters for DHCP (options 60 or 150)...Plus, why would that be different per type of phone???
