About analog phone connect to Cisco7960 IP phone through FXS port

I want to connect analog phone to Cisco7960 IP phone through FXS port.

I setup dial-peer pots and voip in router near analog phone and dial-peer voip in ITS router,I can dial the dn of 7960 phone from analog phone,but only hear noise.I can't dial analog phone number from 7960 IP phone,it's busy.

if your 7960 is running Skinny (not SIP) then it is connected to Call Manager and you need to define the gateway to the fxs port. You do that in Call Manager. Next, you point your VoIP dial peer to the Call Manager. Then you should be good.
