AC not working... what am I doing wrong?

We have CCM4.1 with several IP phones. I installed the AC by creating the ac user in the directory and then installing the AC client software on the operator's pc. The necessary services have been activated on CCM and the AC users also created. I've also added the pilot number and the hunt group members. The operators can logon to AC but they neither can make or receive any calls. I also added some IP phones but they also do not receive calls sent to the pilot DN. Whenever the pilot number is dialled, you get a fast busy tone. What is it that I'm doing wrong? Kindly assist.

Did you associate the AC phones and pilot point(s) with the ac user? Please see the following link.
