You can't give anyone access to the SA/AA/Status Monitor in Unity without making them a Unity subscriber first.
We enforce access controls using the Class Of Service settings and we wont authenticate anyone attaching to our sites unless we can pull up their subscriber record, grab their associated COS and make sure they have those access rights.
