Have either of tried to get into DC Director and change the password. Sounds like ARTAdmin was configured with an account. Once you configure it for the first time with an account, it disables admin admin. Here is a link to recover, I know you can re-install the CDR to set it back to the original(in 3.3.2 atleast).

HI,
This worked for me. I was able to locate the user > CiscoAdminRepToolAdminGroupUsers in DC Directory.
The properties pointed to an authorized ID and I got into CDR.
Looking back, this ID was already set-up in 3.1 which is why the admin/admin wasn't working.
