We currently have 3 installations of Unity in our environment:

-IL. (2.4 bld 2.4.6.135) integrated w/ CM 3.1.2(c)
-Can. (2.4 bld 2.4.6.135) integrated w/ CM 3.1.2(c) & Nortel
-Fla. (3.0 bld 3.03) integrated w/ CM 3.1.2(c) & Nortel

Due to drive space considerations on our Exchange 5.5 email servers, unified messaging has not been implemented yet. To prevent vmail messages from appearing in users's Outlook, each user has a hidden Exchange vmail specific mailbox on the Unity server they belong to.

Now... how can we create public distribution lists, including subscribers from our other Unity installs (ie. IL PDL that has floridians & canucks)? When we try to add members/add selected subscribers, the list only shows users on that particular Unity server. Is this an Exchange thing where all 3 Unity servers need to sync voice mailboxes?

You can always add anyone you want to a distribtuion list through the Exchange administration console. You can mix subscribers from other Unity servers, non subscribers, contacts etc...
The Unity administration console in 2.x will only show you subscribers and other objects on the local server for adding to private and public DLs. In Unity 3.x you can expand this to dialing domains and the global list by adjusting your search scope options on the primary location object.
