I have an ICS7750 system that I am going to add a second call manager to for redundancy. It is running Call Manager 3.2(2c). The install cd's I have are for 3.1, then I upgraded to 3.2(2c) from a file I donwnloaded. So can I add the second one as a 3.1 server, then upgrade it right away? Because if I install it as a publisher, I can't change it to subscriber.
that is correct install the 3.1 cd and choose subscriber then fill in the info for the publisher. after the install is done the publisher only know about the subscriber nothing is using it. at this time run the upgrade and then you can reconfig you device pools and what not to take advantage of the redundency.
just make sure you have a backup and run the install on the off hours incase some thing goes south.

The below trick might come handy when you have to add a new node to a cluster but you don't have or is unsure of the security password for the publisher. This procedure has been around for ages.
1) Login into the CLI of the Publisher.
