Adding a user for only creating deleting new "end users"

What is the role in CM 6.1 for only adding/deleting/updating end users? We couldnt find the role for it ?

If that is all you want this user to be able to do, I would assign them to the Standard CCM User Management role.

We tried this but in this case he can enter see all admin pages. But we didnt try if he can change anything other than adding user etc.
