Hi Shir,
This number would be based on the largest Conference Bridge you have on your system. If you have a Bridge that supports 128 participants you could set the Maximum AdHoc Conference Participants Service Parameter to 128 in theory.
MaxAdHocConference
Default: 4
Min: 3
Max: maximum size of largest conference bridge in system
Specifies the maximum number of parties that can be added to a Unicast Ad-Hoc conference.

For the software bridge, you can specify the number of conference participants (the default is 48); but if you have a hardware transcoder, that depends on the amount of PVDMs/DSPs and how many sessions you have configure on the router. This depends on the PVDM model and DSPs size.
You can check the CCM software bridge by going to Service >> Service Parameters >> Select the server and the Cisco IP Voice Media Streaming App service and there you will see the Conference Bridge (CFB) Parameters.
