AJ: Testing VoIP configuration

I need to have a VoIP running on 2 sites, below is the diagram:

Site 1 Site 2

[PBX]---[Router1]---------Leased line---------[Router2]---[CO]

In Site 1, is it enough to test the configuration of one call leg from PBX to Router1 even without the leased line yet? If I get a tone from the Router 1, does that ensures me that my Site1 is working? Please pardon my basic question.

In essence yes. But your best bet on this is to provide a translation in Router 1 to loop back the call into the PABX. e.g. the router receives 5001, translates this to 6001, processes this via the dial peer which points back to the PABX via another channel/port. You can do this on E&M, Analog or Digital.
