Sure, no reason that wont work out for you as long as you had analog phones accessible for folks, of course. If everyone had two phones in their office you could even do automatic login and the like but I suspect you're thinking of having a few phones available in a common area so people will need to log in manually and all that good stuff.
You can get several Dialogic cards to provide the analog interface... the most common are the 4 port D41ESC or the 16 port D160ESC. If you're just looking for emergency access I would think one or two 4 port cards would do the trick for you.
