Analog Device taking too long to reset in Elevators

I have 10 elevators that use an analog dialing device with no handsets. After a call is placed there is no way to hang the device up. After the call is terminated the speaker will start sending out the "reciever off hook" tone for up to 3 minutes before the unit resets. Is there anyway to adress this in call manager or settings on our VG248?
