Analogue phones on vg200 take 6-15 seconds to supply dial tone

I have a customer that has a number of vg200's [vg200-i6s-mz.122-11.T.bin] running MGCP with CM 3.1.2c.

The analogue phones seem to take between 6-15 seconds to normaly clear a call down before another call/dial tone is avaliable to the user.

Some users have reported a short burst of ringing on the analogue phones [phone on-hook] before a second call/dial tone [off-hook] can be made.

Has anybody had similar issues ?

In some of the bugs on the CCO given below similar problems have been discussed.

As stated in the bug CSCdu54517, the 48 FXS port analog gateway used for connecting analog phones and fax machines to Call Manager seems to cause the delay. Anybody facing similar problems can share their views.
