Any call filtering on CallManager 4 or 5?

I know Cisco Personal Assistant will be fade out. I just wonder if there is any call filtering feature on CallManager so that end user can create their own call rules to block / permit the call etc (just like IPMA call filtering).

IPMA has call filtering feature,i dont htink so presently call manager has that feature.
