Yes, The system probably has more than one copy of the files osql.exe on it. Search for the file and remove any instance of that file other than the one in the SQL installation location. Then you will need to attempt the install again. Make sure that you are using the correct user (sa) and password for that user.

Scott, I had the same problem. After deleting
osql.exe in the Documents and Settings\
Administrator\Local Settings\Temp\pft?.tmp\sp3\x86\Binn directory it works!
When you search to this file keep in mind that by default the Local Settings directory is hidden.
This directory is made by the win-OS-Upgrade.2000-1-3 installation and not deleted after the upgrade is finished.

Great job! As you can tell, if that file is anywhere else on the server during ART install other than the SQL install directory, it will fail.
