Authorization required when the Directories button is pressed

I have a new install of Call Manager 4.1(3)sr1 Pub and Sub. When trying to gain access to the Directories (Missed Calls, Placed Calls, Rec Calls) through the phone's Directory Button I get a message saying 'Authorization Required please enter a Username'. If I try and view the 'asp' page in a browser I get 'access denied'. The same happens when the Services Button is pressed. What have I done wrong?

Check IIS and make sure that anonymous access is enabled.

In IIS Admin, right-click on "Default Web Site", on the Directory Security tab click the Edit button in the Anonymous access and authentication control section, and make sure the Anonymous Access checkbox is checked.

For the Default Web Site, Anonymous Access is checked. All of the other Authenticated Access boxes are unchecked. Username is IUSR_Guest and Allow IIS to Control Password is checked. The same is true for CCMCIP web folder.

Still does not work.
