Auto ring down feature(emergency phone)

I do have an interresting requirement from users. they need to have a IP phone (any cisco model) to automatically dial out a single PSTN number always, when the user lift the handset. Kind of emergency phones, you found in escalator and some bank ATMs.

Any idea to configure such feature on existing phone models/CCM platforms.

Please let me know.
