When I have two duplicate phones (same line appearances on two phones), if Phone A has the top line (line 1) in use... I cannot simply press the speaker button on Phone B and have it give me dial tone on line 2. Is there a parameter setting that will fix this?

What exactly are you trying to fix? When it is a shared line it can only be used on 1 phone at a time. When phone a has the line in use no other phone can use it. It is not like a party line i.e. you home phone.

Well, the party line thing is fixed in 3.2 with call barge, but that's not my problem.
Assume both phones have the following line appearances... 1001, 1002, 1003 and 1004. Duplicate phones.
If the person on Phone A is on line 1001, and phone B presses "speaker" to make an outgoing call, it should automatically open up line 1002 with dial tone. It currently states "Line is busy" because line 1 is in use, and it isn't smart enough to automatically open up line 1002.
Speakerphone button should automatically pickup the call on hold or the next available line appearance if the line is in use.
