This function is perfomed by building route groups and route lists for a given route pattern. For instance, if I have a route pattern like 9.1408XXXXXXX I know I'm calling San Jose. If my system has two gateways, one in San Jose (preferred) and one in New York (local to me, but secondary when making a call to San Jose), I would build a route list for 1-408 and a route group per gateway.
The route list would contain both the route groups with the San Jose route group being listed first. The route pattern is then pointed at the 1-408 route list and will try all route groups in the list until the call completes.
The short answer is that you don't.... That isn't entirely true while at
