I am looking for a solution to block an outside caller from calling us. We are using MGCP gateways. Does anyone know of a solution?

I've seen this question asked many times. CallManager by itself does not currently have a way to block inbound calls.
You could use the IP-IVR function of IPCC-Express, and route all calls through it, checking first to see if the call should be blocked or dropped. If you have heavy call volume, this can be an issue if IPCC isn't sized right.
Additionally, something similar could be done using TCL on the router, but that would require the gateway to be H.323.

You cannot block calls based on calling party number, when you have an MGCP gateway. Callmanager by itself doesnt have any blocking mechanism based on calling party number.
If you had an H.323 gateway, then you could have blocked calls based on calling number. You would have to then create a translation rule and send an incoming call from a particular number to some number that doesnt exist.
So, as of now, there isnt any way to block calls based on calling party number.
