BRI Backup Good Solution for Single Call Manager Cluster

I have a customer that has a T1 between here and Tennessee. They only have 1 call manager cluster. Even though we have SRST and PRI, they would lose voice mail and conference call capability. Would a BRI be enough bandwidth to back them up during a T1 outage and at least keep things going?
