Call Admission Control guidelines in CM3.1.x

Are there any up to date guidelines on call admission control for Cm3.1.x (3.1.3c would be nice)??

What I am looking for is restrictions when deploying a central CM cluster, and remote phones on WAN links, using the location based admission control, and setting a bandwidth statement to limit the max no of calls.

3.0.5 which is covered in the guidelines on CCO, says that all remote phones must be registered with the same CM, and there is a max of 2000 phones on the cluster.

A URL pointer to a design guide would be great, or even just a reference in the docs.
