Call Forward All after homing phones to subscriber

New install of 4.1 and I rehomed all the phones to the subscriber after all the testing is done. The phones cannot callforwardall and the line icon shows the forwarding arrows like CFA is already on. I rebooted Sub, has anyone ever seen something similar?

Are your databases sync'ed up properly? If the DBHelper tool is still available, run it on the publisher and see if you get all green smiley faces.
