call forwarding busy

I have configured a CME 3.3 with 2 IP phones with extensions 200 and 201 I want to do a call forward from 200 to 201 extensions for incoming calls when 200 is busy.

So I have done this config:

telephony-service

max-ephones 2

max-dn 3

ip source-address 192.168.3.1 port 2000

auto assign 1 to 2

user-locale ES

network-locale ES

create cnf-files version-stamp Jan 01 2002 00:00:00

max-conferences 4 gain -6

transfer-system full-consult

!

!

ephone-dn 1

number 200 no-reg primary

call-forward busy 201

!

!

ephone-dn 2

number 201 no-reg primary

!

!

ephone-dn 3

number 964812530

!

!

ephone 1

mac-address 0012.431E.BF3E

type 7902

button 1:1

!

!

!

ephone 2

mac-address 0013.60C3.CE02

type 7902

button 1:2

!

!

!

line con 0

But it's not running, when I call to 200 when it's busy the call fails and doesn't forward to 201.

Any suggestions?
