Has anyone seen this one?
when any phone tries to call fwd all to either an internal or external number, they receive fast busy and the phone display shows: "error database".
It doesn't matter if the phone is registered to the pub or sub. sql replication looks ok. css for call fwd all is same as css for the main dn, which has no problem with dialing.
Problem was noticed a week ago, but i'm unsure how long its been going on.
call mgr is 4.1.3 with all latest patches.

This sounds like the bug we ran into after we upgraded to 4.1(2). Take a look at CSCeg61769. You should be able to restore CF features by restarting the Database Layer monitor on all the Call Managers. The bug says to restart on just the Pub but that did not work for us.

You could be right.
TAC had me restart MSSQLServer, SQLAgent, Cisco Database Monitor services and then DBL. Did it on pub and sub.
Call fwd all is now working. I've asked for some detail on why, but no answer yet.
