Call Handler on specific time and date

How can I build a call-handler that is activated on specific date and time ? This is to take care of the half day situation on the eve of major holiday. Example is I want to play out holiday greeting on Dec 23 from 1:00pm to 12:00am.

The holiday is date specific only and there is no other place that I can specify a date in a yearly calender.

There really isn't a way to do this but I can see how that would be a nice feature to have...
